Keswick Traffic Calming
Dear Keswick Neighbors,
We wanted to provide a time-sensitive update regarding the Doverton gate installation:
Gate Installation Timeline
- Virginia Rail will begin installing the gate posts on Doverton Road on the morning of April 10th
- Weather permitting, the remainder of the gate will be installed on Friday, April 11.
- If inclement weather delays the work, the contractor will return to complete the installation the following week.
- Please be mindful of construction activity in the area during this time. We'll continue to communicate any changes or updates as they happen.
Follow-Up: County Responses to Key Resident Questions
- Emergency Access - Knoxbox Overview
- The gate will be secured using a Knox Exterior Padlock, a heavy-duty lock designed to resist tampering. This is the standard emergency access system used by Henrico County, allowing police, fire, and rescue personnel to open the gate quickly when needed.
- Emergency Gate Access Protocol
- We have received questions about whether the HOA or residents could be given a key to the gate. Per Henrico County policy, neither HOAs nor private individuals are provided keys to access gates secured with emergency locks.
- In the event of an emergency, residents should call 911. Emergency responders are equipped with a universal Knox key and will determine the best access route, including opening the Doverton gate if necessary.
- Pedestrian Access
- Pedestrians who wish to access John Rolfe Parkway will be able to walk around the gate without difficulty. The design includes sufficient space for foot traffic, including joggers and dog walkers.
- Church Road & Blandfield - No U-Turn Signage
- The County's traffic engineer has completed a review of the intersection at Church Road and Blandfield Drive, evaluating key factors such as road width, posted speed limit, and sight distance.
- Based on this assessment, all conditions are sufficient for motorists to safely make a U-turn, and the County will not be installing a no U-turn sign at this time.
- That said, we understand that with the installation of the Doverton gate and the completion of the Shire Walk townhomes, this intersection may experience increased traffic and turning movements.The HOA will continue working with the County to reevaluate and pursue appropriate traffic control solutions as needed.
- What To Do If You Experience a Problem
- If you notice ongoing traffic concerns at Church Rd & Blandfield (or anywhere in Keswick), you can report them directly to Henrico County.

- Public Works recently visited the neighborhood to review visibility at the stop sign on Hawkesbury Ct and discussed the process for requesting speed cushions on that street. Once the gate is operational and traffic patterns can be assessed, the HOA will begin that request process.
